ELA to lead Perth’s Morley-Ellenbook Line environmental assessment

Eco Logical Australia (ELA) has been engaged by the Public Transport Authority to undertake an environmental assessment of the proposed Morley-Ellenbrook Line.

During the 2-year project ELA will prepare environmental information, advice and specialist documentation to support the State and Federal environmental assessments and approvals; reporting potential impacts, management actions and mitigation measures. The investigation will also assist the METRONET team in finalising the alignment for the Morley-Ellenbrook Line.

The project will be led by ELA’s Principal Environmental Consultant, Jen Longstaff, and Senior Environmental Consultants, David Morley and Rebecca Ovens.

Longstaff, Morley and Ovens possess extensive experience in environmental impact assessment, approvals and management, particularly on major infrastructure projects, including Perth’s METRONET Yanchep Rail Extension project, NorthLink WA and the Strategic Assessment of the Perth-Peel Region. They, and their supporting team members, are enjoying the opportunity to work again with the Public Transport Authority on a complex, but potentially transformative, development project such as the Morley-Ellenbrook Line.

“The Morley-Ellenbrook Line project offers a different set of challenges to our previous project with METRONET on the Yanchep Rail Extension”, said Project Director, Jen Longstaff. “The Yanchep Rail Extension project dealt with mostly undeveloped land, whereas the Morley-Ellenbrook Line has more complexity, both from an environmental perspective but also as a substantial portion of the proposed infrastructure is within a developed area”.

“The biggest challenge of the project will be integration with existing infrastructure while minimising impacts on the environment”, said Project Manager, David Morley. “ELA will assess two contrasting areas of Perth, one part along the Tonkin Highway and the second part through less developed areas with more environmental values.”

Led by ELA’s planning and approvals team, the project will also utilise ELA’s technical capabilities in flora and vegetation, fauna, surface water and groundwater to address a range of environmental factors relevant to the project.
